The rapid development of information systems has increased the need for efficient and integrated public service management, including library administration. The Sesetan Village Office Library still manages book borrowing and returning manually, resulting in recording errors, inefficient data retrieval, delayed reporting, and a higher risk of document loss. This study aims to design and develop a web-based library information system to improve the management of books, members, and circulation transactions. The system was developed using the Waterfall method and implemented with the Laravel framework, PHP, MySQL, and Tailwind CSS. System functionality was evaluated through Black Box Testing. The results indicate that the developed system successfully integrates library administration into a single platform, improving the accuracy and efficiency of data management while supporting faster and more structured services. The proposed system is expected to enhance library management, support digital transformation in village-level public libraries, and serve as a reference for implementing similar systems in other local government institutions.
